Buddy has more than 35 years of experience providing Capital and Reserve Studies for some of the most exclusive properties in the country. He specializes in complex, high-end projects that require advanced technical expertise and a multidisciplinary approach. Mr. Hughes holds the Reserve Specialist (RS) designation from the Community Associations Institute (CAI), credential #349, and the Nevada Reserve Specialist (RSS) permit, 31. He also maintains an Arizona General Contractor’s License (ROC 323700, Sub-Type KB-1 Dual Building Contractor).

Mr. Russ Manion – Executive Vice President - Senior Advisor / Project Lead

Russ joined the Hughes organization in June 2020 and brings more than 30 years of experience across all aspects of resort operations. His background includes Resort Operations, Food & Beverage, Golf Operations, Construction Administration, and HOA Management, gained through leadership roles with four major resort brands. Russ has managed numerous reserve studies for high-profile properties, including Orange Lake Resort & Country Club’s six HOAs, Westgate Resorts’ HOAs across nine Florida resorts, and multiple associations at Palmetto Bluff, including one POA and eight NOAs.

Additional experience includes serving on a Planning and Development team responsible for the design and construction of a large mixed-use complex featuring restaurants and retail, a 14-acre waterpark, and a 12,000-square-foot sales center. He has also managed a comprehensive 27-hole design-build golf course renovation, working directly with the course architect from construction through reopening.

Russ previously served as Vice President of Golf Operations for a 54-hole resort, overseeing golf operations, course maintenance, and associated capital expenditure planning. His expertise further includes conducting operational and logistical assessments to establish organizational structures for Facilities Maintenance and Fleet Maintenance departments, as well as preparing and managing annual reserve studies for more than 100 HOAs.

Vice President

Frank brings 37 years of executive-level experience in the management and operation of premier gated communities and large-scale private developments. His background includes oversight of complex properties offering amenities such as golf and racquet facilities, fitness centers, food and beverage operations, marinas, equestrian facilities, and extensive private roadway systems supported by advanced security operations.

Frank has demonstrated exceptional financial leadership, having developed and managed annual operating and capital budgets in excess of $25 million. Throughout his career, he has consistently improved financial performance while elevating service levels and operational efficiency across all properties under his direction.

His experience includes leadership of major capital and construction projects, encompassing complete physical plant upgrades, golf course renovations, racquet and aquatic facility construction, and infrastructure improvements. Frank has also successfully implemented state-of-the-art technology systems that reduced operating costs, enhanced efficiency, and improved organizational reporting and controls.

In addition, Frank has extensive experience in long-range and strategic planning, with a proven ability to build consensus and maintain alignment among boards, owners, management teams, and other stakeholders. His credentials further include management of PGA Tour events and national-level pickleball tournaments, reflecting his capability to oversee high-profile, logistically complex operations.

Another valuable addition to our team is Ryan Thompson who is an Air Force Veteran and a Civil Engineer. Ryan has recently joined our team and provides expert component assessment and inspection expertise for our clients. Ryan has provided inspection and data research services for several of our current projects including Marrakesh CC, Detroit Athletic Club, Suncadia Resort, and The Beach Club in Palm Beach. He is truly an asset to our team.

Vice President, Executive Financial Leadership Qualifications

Charles serves as Vice President and brings more than 15 years of executive-level financial leadership experience supporting large, complex organizations. His background includes providing strategic financial oversight, auditing expertise, and operational finance leadership across industrial engineering, construction, resort, and real estate-related entities. Mr. Hughes has led enterprise-wide financial strategy, planning, and forecasting to support organizational growth and long-term objectives for a $75+ million engineering, procurement and construction (EPC) firm. His responsibilities have included overseeing annual budgeting, cash flow management, and advanced financial modeling to ensure sustained liquidity, profitability, and risk mitigation.

He has directed all accounting operations, including financial reporting and month-end and year-end close processes, while ensuring full compliance with applicable regulatory requirements, tax laws, and internal control standards. His leadership has supported informed executive decision-making through accurate, timely financial reporting. Additionally, Mr. Hughes has managed reserve study processes for Westgate Resorts and multiple country club and homeowners association (HOA) properties, working closely with stakeholders to support long-term capital planning and asset sustainability.
